Preview not showing the correct details. Going around in circles -same and same again

Describe the bug

Preview is showing the old screen (i.e., incorrectly). When I report it, it goes to fix. It tells me I should be seeing x,y,z, etc., but I don't. Preview is showing the same as before. We repeat this over and over again.

Steps to reproduce

Got to preview. Does is show tax rules to New York.
No it doesn't.
Tell the agent.
It fixes.
Go to preview etc

Expected behavior

It should show the information which it says it is going to show. i.e new york tax details
