Create stacks-signer and stacks-core images in tandem #5427

We’re often switching signer nodes to the stack-core image for pre-release testing, then back to stacks-signer image for releases.

It’s a minor annoyance, but if the stacks-signer image was produced in tandem with the stacks-core image whenever it was produced, we wouldn’t have to go back and forth.
