Region and mun selection is not remembered when going back #145

Steps to reproduce:

Select region and municipalities
Click on "Weiter"
Click on "Zurück"
Region and mun selection is gone, but banner is still showing selected muns

Solution:
read muns from session
if region and/or muns are given - init forms with session data for region and muns.
