Use latest charging-stations-ocpi template #57

Currently updating the charging-stations-ocpi.json template requires updating the json-thingsboard-enhancer commit and an ansible redeployment.

We should download the template every n (e.g. 10 minutes) from a remote url and use that for rendering instead.
