move gocd config to separate repo

as gocd config i.e. the template of pipeline and stages will have their own life cycle so, it will be good to put it in separate repo; and anyone should be able to use it standalone without rest of the stakater.

the whole solution should be built on concept of small self runnable pieces!

• if possible then each stage of the pipeline should be in a separate file; with a readme which explains its purpose and intent
