[Bug Report] Transcoding selector UI not visible when scene playback fails.

On some files, trying to resume playback fails with "The media playback was aborted due to a corruption problem or because the media used features your browser did not support."

The worst part about this, is the transcoding options are not accessible when this error is encountered as they usually are able to workaround the issue.

Expected behavior
If a file fails to play, the transcoding options should still be reachable.
