We should set 0.23.1 branch as the master branch. #3690

The current master branch is include a lot of issue fixed patches and feature patches.

Due to the issue of work handover after steem blockchain acquisition, no one knows the specific details at present.

The whole network nodes are working on the branch 0.23.1.

For Steem blockchain development, we should set 0.23.1 branch as the master branch.
