here's what I mean. On a private POA blockchain, I publish some smart contracts.. let's say I publish an ERC20 and I transfer some tokens.

this address -> 0xF23E08086F1950377D7B943C8318Cea446ed3c92 is a contract, and not an account

also here, on the block hash, contract address is empty, but it shouldn't be.
