Don't ask about private charging stations

Use case
Some of the mapped charging stations are private. Such a charging station may not have a signed operator and thus might not be answerable, see note: https://www.openstreetmap.org/note/4389713.
SC does not ask about private elements for other similar quests.

Proposed Solution
Exclude private charging stations from operator (and capacity?) quests.
