error message:

Can't create session
svn: Unable to connect to a repository at URL 'https://xxx/test'
The requested address is not valid in its context.
svn: Error running context: The requested address is not valid in its context.

I am not sure what is happening here. The error is coming out of the SVN API. Maybe your server is sending an unexpected challenge for credentials that the API does not know how to handle? Just speculating there is not much in the SVN mailing list history of this error message.
