Tabs scrolling fps drop due to path popup appearance

Description of the bug

On macOS there's popup message that presents title of a tab after a fraction of a second timeout. If to wait it to appear and then to start scroll tabs with the touch bar that popup content gets updated. This update seems to be the reason of a drastically scrolling fps drop

Steps to reproduce

1. Open a lot of taps
2. Hover any of them to make popup to appear
3. start scrolling.

Expected behavior

To disable the popup while the scrolling event happening and to resume its presentation on such event end.

Actual behavior

It keeps presenting the popup.
