Implement Unified NLP plugin

As I mentioned at OSDC, in addition to an Android API specific to your protocol, it would be helpful to implement this as a Network Location Provider. I believe the best way to do this is using UnifiedNlp but that may not be the only way.

For examples of other location providers using this system, check out this list.

This would allow all existing Android apps which don't know anything about SubPos to benefit from the protocol if people have installed this as an network provider.

Did someone start working on this already? UnifiedNLP support for this would be great :)

Not as of yet sdroege, I am currently working on some tweaks to the API to make things more accurate and configurable (this is currently more a proof of concept demonstrator at the moment that implements the standard), once I have completed this I hope to work on this soon after.

If anyone has experience with it and wants to create some wrapper classes, I will be more than happy to merge this back in.
