This is because of logic coming from geoblacklight that handles whether to render the static map, which is conditional on the IIIF viewer being used. It would be nice to override that so we could have the static map on Stanford content too.

IIIF content from non-Stanford providers that does not use the embed viewer displays the static map sidebar (e.g. https://earthworks.stanford.edu/catalog/p16022coll231:971):
However, stanford content like https://earthworks.stanford.edu/catalog/stanford-vj372bx8981 that uses the embed viewer instead of the clover viewer doesn't have the sidebar.
