Add utilities to clean up bad policy text #86

(Do this on the script running with the "add a policy" form, not anywhere on this site.)

Deal with some common text problems:

Lack of paragraph breaks
Forced line breaks (due to copying from a PDF)
Bad formatting of what should be indented sections?
Lack of heading tagging?
