feat: add plasgate sms provider

Feature request

SMS like Twilio in SE Asia countries are expensive and currently we are using PlasGate as local SMS provider. I would to see if it can implement in Supabase. I would like to make PR for that.

Hey as discussed, we appreciate this and will be moving forward with HTTP Hooks approach following the Standard Webhooks speicifcation.

We've merged the initial configuration and are moving forward with the implementation.

Going to close this issue for now but will circle back and let you know closer to completion - let us know if you'd be keen to contributing a HTTP Hook for plasgate
