Is your feature request related to a problem? Please describe.

To apply changes of your config.toml to your local supabase server you need to restart it.
Currently you need to run

supabase stop
supabase start

Describe the solution you'd like

Add a

supabase restart

command, that stops the server and then starts it.

Hello, we tried to solve the issue.

This is what we did:

Implement a 'restart' command that stops and then starts the Supabase server, allowing users to apply config.toml changes without manually running separate stop and start commands.
