[Swift 6.0] Support nightly docker image for Windows #394

Currently, we have nightly Dockerfile for main branch but not Swift 6.0

I think that the docker definition for this is complete: https://github.com/swiftlang/swift-docker/blob/main/nightly-6.0/windows/LTSC2022/Dockerfile

Is there anything that needs to be done on my part to configure the runs?

Nightly 6.0 appears to be present these days: https://hub.docker.com/layers/swiftlang/swift/nightly-6.0-windowsservercore-1809/images/sha256-c012a90128875543a3824e055502243d277d511b9c2d206a5219173a9bfa578d?context=explore

However, only the older 1809 version is there, not the LTSC2022 one.
