Issue Description:

Ahead of ABI stability, investigate if named value types should store the type name mangled or un-mangled (currently stored mangled) in the type metadata.

This is resolved in Swift 4.1.

From Joe Groff: "We changed the layout of nominal type descriptors into hierarchical context descriptors, so that each descriptor stores an unmangled name, and points at the context descriptor for its parent scope, each of which contains an unmangled name going all the way up to the module context."

On second thought, that change came in right after the final branch for 4.1 so this change will land in 4.2.
