Ledger harvesting - VRF and Remote private keys not saved #1692

Steps:

Login using Ledger (you need to have account with > 10000 XYM and importance > 0)
Go to harvesting
Click "Link All keys"
Announce transaction and wait for confirmation
Go to "Key Links"

Result: Private keys are not saved. WIthout it process is not possible to finish.
Expected result: Private keys are saved.

Applies to regulat and multisig Ledger accounts.
