As a DAO creator, I want to create a new instance of a DAO to enable my DAO to be governed by daoOS.

Acceptance Criteria:

I will be able to have a new instance of a DAO with key information
I do not need to do this through a UI, can be done programmatically
I will likely need to create a config file or other something to customize for my DAO
this config file will allow the creator to assign the coin (e.g. MIA) that it will look for to verify entry
