Currently, outline icons use stroke to define their form, while solid icons use fill to define their form. Outline and solid icons scale differently.
When stroke is scaled, the stroke width remains the same at whatever size you use. In my org, our icons range from 18px to 48px. And at 18px, the smaller size plus unchanging stroke width makes the icon look chunky, while at the larger sizes, the icons look more airy.
But when solid icons are scaled, the proportions remain the same at all sizes.
Below is a screenshot illustrating the difference between the current way outline icons scale and the ideal way they would scale (by converting the stroke to fill). The icon sizes used in the image are 18px, 24px, 32px, and 48px.
