背景
周期的にタイマ割込みを処理することによって消費される電力を削減し、
バッテリー駆動型のシステムへの応用を可能とする。

要望内容
callout時刻に合わせてタイマレジスタの設定値を設定し、要求時刻になるまでタイマ割込みを抑止する

その他
各プロセッサのタイマ仕様を要調査。
