Minimal ckpts for test functions

The .ckpt files used for test functions are quite large (around 7MB). It would be better to have a minimal checkpoint by training a model with very few parameters to reduce the overhead.
Refer test models in SLEAP and train sleap_nn models with the same parameters to generate a smaller .ckpt.
Add sample config for SingleInstance pipeline
