Add command to force reload validation schema

Right now we have 2 options to refresh schema in disk cache and memory cache. But it is not stable and hard to config. I usually update schema to see realtime change so I would prefer a command to force reload the schema file. After that we can use it for certain events such as on save (not sure if possible) or shortcut.

What do you guy think?
