libc++_shared.so is included in all Android .aar packages but it is not required by ffmpeg itself. x265 and tesseract are the only two libraries which depends on c++. So c++_shared should be included only when they are enabled.

Fixed in development branch. GPL packages still include c++_shared library but other packages exclude it.
