[TASK] Operator Global Resource Pricing Settings

Description

Develop a Global Pricing Settings interface that operators must configure during their first-time registration for Blueprints. Operators will set base prices for:

• vCPU per hour
• GB of RAM
• Gbps of bandwidth
• GB of storage

These settings will automatically apply to all future Blueprint registrations unless the operator chooses to edit them later. Once the pricing is set, it will not affect currently active instances, only future deployments. A "Learn More" link to Docs for guide operators on pricing strategies and system impact.
