Change 'force_recovery' option behavior to allow
tarantool loading from broken snapshot

Closes #5422

Only latest version (master - 2.7.1 release) is affected. Note that snapshot still can not be recovered if one of system spaces is broken (i.e. snapshot contains invalid row related to one of system spaces).
