Can't use bulk-update tool to set congregation to 'none'

In the bulk update tool
when you select the "set fields" option
the dropdown box next to "set congregation to..."
does not have an option to set their congregation to (none).

This option should be added.

Obviously it will only work for persons with status = contact.
