Add TC39 management slides to Management document #76

It would be nice to have this slide deck in the Management document. I'm not sure what is the best place to add it. Any ideas?

not totally sure, but i did try to list all those tasks out in one place if someone wants to work those into the document

TC39 Chair Responsibilities
  • facilitate plenaries
    • schedule presentations around delegate time constraints
    • manage tcq
    • stay on top of time boxes
    • supervise note-taking, summarize & publish notes
  • schedule 2021 meetings
    • recruit hosts
    • support upcoming meetings
    • weigh location & travel constraints
  • coordinate with Ecma
    • attend the GA & ExecCom meetings
    • prepare chair's report for above committees
    • provide meeting summaries for formal minutes
  • oversee IPR policy
    • confirm contributors have signed IPR documents
    • work with Ecma and possibly outside counsel to update language and confirm it covers our needs
    • automate contributor checks?
  • coordinate with other standards bodies
    • keep an eye on the goings-on of standards bodies which relate to our work
    • try to maintain a cross-pollination: invite experts to speak at tc39, offer to do the same
  • support new delegates as well as the community at large
    • maintain teams on GitHub
    • on-board new delegates, facilitate new delegates event
    • respond to non-CoC concerns being raised in public channels such as discourse & IRC
    • (a dream) survey new attendees after first plenary, collect & act on responses
