Request for updated information

This project is extremely difficult to follow. I've just concluded a very long deep dive to find the "current" (Actually nearly a year old) status of the proposal and what's happening on it.

Clearly the README is not up to date (it even says so at the top), but can we at least get links to the latest discussions?

I was able to find these resources by crawling through the issues on various repositories, and searching the TC39 Meeting notes:

It would be nice to have those links added to the header list of places to look for more up-to-date information.
