TG2-Create a file containing non normative parameter default values for relevant tests

At the meeting on UTC March 31 2020, we agreed to decouple the bdq:namespace term from the proposed defaults for Parameters. We will remove the proposed defaults from the Parameter(s) field and add it in a standard format to the non-normative Notes field as per #163.

Consequently, we agreed that a file needs to be created with a link between the tests, the Parameter(s) and the proposed defaults we have decided as appropriate.

This file should be named something like "TDWG_DQ_TG2_Parameter_defaults.xml" or similar.

I would not have TG2 in the file name - hopefully TG2 will soon be wound up, and you want this to remain. Also the name of the GitHub etc. is BDQ rather than just DQ, so I suggest "TDWG_BDQ_Tests_Parameter_defaults.xml" or similar
