Sign in: design ToS/Privacy Policy reference

Add a link to the privacy policy and ToS on the sign-in screen, as per Steve's email "Terraso Terms of Service" Tue, Dec 3 2024.

Proposed Language from product:

"By using LandPKS you accept our Terms of Service and Privacy Policy."

Bear in mind this as-yet unimplemented change to the sign-in screen. Should #950 work be updated to include both version number and pp/tos?
