Fix IPv6 Tests

The IPv6 test fail intermittently. We have gone weeks with it working fine and then a single pull request later it fails 6 times in a row. I am at the point now where I am tired of messing with it. I am going to disable IPv6 tests. I would love for them to work consistently but until then they are disabled.

Here is an example where it failed the first try but succeeded the second without any code changes.
