Feature Request: Configurable Permissions for Topics

I would like to propose an enhancement to the existing Topics feature in Telegram groups. While the current implementation allows for the creation of topics as sub-groups within larger groups, it does not provide the ability to configure permissions on a per-topic basis. This limitation affects group management and user experience, especially in larger groups where discussions can vary significantly.

Describe the solution you'd like

The proposed enhancement would allow group admins to:

• Set Permissions for Each Topic: Enable admins to specify which members can access, post, or view individual topics within a group.
• Create Private Topics: Allow for the creation of private discussion spaces that are accessible only to selected members, similar to how sub-groups function in platforms like Discord.

Use Cases

1. Focused Discussions: In large groups, certain topics may require restricted access for discussions among specific members or teams.
2. Announcements: Admins could create an announcement-only topic where only designated members can post updates, while all others can view the information.
3. Sensitive Conversations: Topics that involve sensitive information could be restricted to a select group of trusted members.
