Add read & write/ read-only function to Topic Feature for Groups

Is your feature request related to a problem?

The current system does not allow us to create a specialized announcement topic that segregates official updates from general discussions. This leads to important information potentially getting lost in the general conversation.

Describe the solution you'd like

Introduce an "announcement" flag in the topic settings with the following behavior:

• Admins: Read & Write
• Members: Read-only

Additionally, update the UI to:
Allow admins to mark a topic as an announcement during creation or editing.
Visually distinguish announcement topics (e.g., with a 📢 icon or a unique label)

Describe alternatives you've considered

Manual Moderation: Relying on manual pinning or moderation of important posts.
Labeling: Using labels or tags to indicate announcements, though this does not enforce read-only access.
