Telly does not enforce stream limit

Operating environment (Docker/Windows/Linux/QNAP, etc.):

Description of problem:

Telly does not seem to enforce the stream limit, despite it being set to 1, but my provider disallows multiple streams so this results in weird behaviour - sometimes the original client's stream will change to the new one, and sometimes it will get dropped altogether.
