Doing a release here isn't strictly necessary as all builds after a new point/debug release of the tendermint crate are published will always pick up the new version (cargo semver always grabs bugfixed dependencies), however I think it's helpful to do a release that is guaranteed to contain the bugfixed version for communication purposes (so we can just tell people that v0.2.1 is suspect and v0.2.2 should work reliably)
