when docker is not configured using rootless, envd bootstrap with permission denied

Reproduction

docker installed by default without any additional configurings.

Maybe we should add some docs in this repo for envd beginners.

I think we could add a note in the bootstrap process such as:

Warning: Please keep that $USER could access the docker socket and see https://docs.docker.com/engine/install/linux-postinstall/ for more info.

Assign to me if it is ok.
