I am getting the error

unable to open remote client: couldn't establish a connection to the remote server: ssh: handshake failed: ssh: disconnect, reason 2: Too many authentication failures

from a version of this provider embedded somewhere deep in another provider which has its parameters set from internal variables of that other provider.

It would be useful if the error message contained the user@host:port information and possibly also where it got the key to connect since there is apparently no place in Terraform even at TRACE log level where the parameters used are printed.
