[docs, scripts] Fix bug preventing typedoc and typedoc-plugin-markdown deps from updating

We are unable to update typedoc and typedoc-plugin-markdown because scripts ends up silently failing to build the API docs. Some hints on to what may be the cause is a fixDocs() function in scripts that may have out-of-date logic. Overall everything else seems to compile and display correctly when testing locally.
