Bootstrap archives and dependencies/artifacts needs to be moved from Bintray

As JFrog announced shutdown of Bintray, we need to migrate hosted resources somewhere else.

Specifically:

• Bootstrap archives: https://bintray.com/termux/bootstrap/zips
• terminal-view library (dependency of Termux:Float): https://bintray.com/termux/maven/terminal-view
• terminal-emulator library: https://bintray.com/termux/maven/terminal-emulator

Issue is locked as more like TODO/informational for @termux team.

Bootstrap archives perhaps can go under release tag in https://github.com/termux/termux-packages as really they are derived from this repo.

Github Packages should be suitable for termux-view / termux-emulator.
