docs: Update required IAM permissions list #936

Description

Update IAM permissions list with new EKS:Tagging permissions, plus NodeGroups and (optimistically) Fargate. And KMS for working with the secrets_encryption example.

At this stage should we just switch to eks:*?

At this stage should we just switch to eks:*?

I personally prefer the least privilege option. This will prevent us allowing unneeded privileges when AWS add new permission for EKS.
