Description
Like many things in GovCloud, things are slightly different than in commercial AWS. This PR adds support for generating CloudWatch URL in AWS accounts in GovCloud.
Motivation and Context
Without this change, CloudWatch URLs generated in GovCloud won't work correctly.

How Has This Been Tested?
I followed the docs and created a custom pytest.ini and ran pytests to confirm.
