dependencies: upgrading the Azure SDK #2886

Upgrading dependencies:

  • upgrading github.com/Azure/azure-sdk-for-go to v25.1.0
  • upgrading github.com/Azure/go-autorest to v11.4.0

Dependency for #2848

Storage Tests seem fine with this change - will run the full suite as a part of the nightly run 👍

This has been released in version 1.23.0 of the provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. As an example:

provider "azurerm" {
	version = "~> 1.23.0"
}
# ... other configuration ...
