Add a desired_state attribute (similar to the opc_compute_instances resource) that sets the the desired running state of the java service instance. e.g.

desired_state = "Running"
desired_state = "Stopped"

See Stop and Start a Service Instance and Individual VMs

desired_state attributes should be configurable at the top level resource and at the child WLS, OTD level

Instances can only be created in "Running" status
