[Terra_2_NCBI] collection_date failure

A laboratory reported that they are trying to submit data to NCBI using only the year for the collection date, which is resulting in failure of Terra_2_NCBI. A collection date of "2024" is being submitted as "2024.0".

Can we ensure the collection date field is interpreted as a string in Terra_2_NCBI?

There may be alternate was to resolve this issue.
