Is your feature request related to a problem? Please describe.
When links to the EPUB and PDF files are missing, the ONIX file is not exported. However, these links are not currently included in ONIX and are not required by Google, as the files themselves must be uploaded.

Describe the solution you'd like
Allow ONIX export even if these links are missing.

Describe alternatives you've considered
Nothing to include.

Additional context
This will make it possible for publishers with hybrid models to export ONIX to Google Books for their commercial books.
