influenceAmp should amplify the influence of the executing operators, the aim is that the scheduler should decreas the count of operator if the targe's score is closed to the origin.
The mechanism may be not well in big region cluster, the mainly cause is that there will be less regions in the cluster.

for example:
every region's size is 10g
nodeA : 20 count, region-size=200g
nodeB: 0 count,region-size=0g
if there are one operator in cluster, the tolerace will 10g*100+10g=1010g , so there will be only one operator in cluster. It may be too slow.
