Some of these bullets are a bit vague and difficult to research.
Example:

• since they're sent with every request, they can waste bandwidth
• can fix this by putting static assets on a separate subdomain or domain

I'm not sure how storing static assets is related to cookies, and while I can do excess research, it would be helpful if the reference answer to the question was a bit more explicit.
