功能描述

Add tips for common FQA, like this

And add a button text is "更多"

使用场景

Help the user find a way to resolve common problems, and improve user experience.

实现方案（可选）

This tips view will show when a window appears but the selected text is empty. The tips content is random from FQA

When the user clicks the "如何解决" link FQA corresponding category, clicks the "更多" link FQA.

For example, sometimes it's expected that the selected text is empty, users may just want to display the query window as a replacement for input translation or show previous query results #371
